AI infrastructure is now a balance-sheet story. OpenAI, Anthropic, AWS, Alibaba, ByteDance, and DeepSeek are already tied to major data-center, GPU, and power commitments. Microsoft is reportedly targeting more than 38 gigawatts of global data-center capacity by 2032, up from roughly 12 gigawatts now. Oracle Cloud Infrastructure (OCI) revenue came in at $7.4 billion for the quarter ended August 31, 2026 — up 121% year-over-year and marking the ninth consecutive quarter of accelerating cloud infrastructure growth. Total cloud revenue rose 62% to $11.6B, comprising OCI plus software-as-a-service applications.
97.9% GPU utilization. That’s the number. Live racks are basically full, so if you’re a founder trying to book OCI capacity, assume somebody else is already standing in your slot. That puts Oracle’s $664 billion backlog in a new light. It’s huge, but 97.9% utilization says those contracts are hitting an actual supply wall, not just accounting optimism. OCI grew 121% to $7.4 billion, and Oracle added 850 megawatts of capacity in one quarter. Great execution—right up until you notice even that pace leaves the fleet nearly tapped out. Exactly. The backlog is a promise on paper. That 97.9% utilization is what the machine room can actually deliver. The compute buildout is underway, but the physical world still gets a vote. Oracle’s proposed investment in 2 gigawatts of renewable energy projects for New Mexico comes as local opposition could delay development of the Project Jupiter data center that Oracle is building for OpenAI. The two tech companies are developing the $165 billion Project Jupiter data center in Santa Teresa, New Mexico, as part of the broader Stargate AI infrastructure project announced by President Donald Trump in 2025.
Oracle’s 97.9% GPU utilization shows those racks are desperately needed. Project Jupiter shows why a $165 billion commitment can still get held up by a court calendar and a grid connection. And the two-gigawatt renewables pitch doesn’t fix Santa Teresa. Ars reports the facility is still slated for natural-gas fuel cells; those renewable projects are somewhere else on New Mexico’s map. Google’s Loviisa nuclear offtake this week was tied directly to power supply. Oracle has announced a broad matching program while the contested site burns gas. Oracle added 850 megawatts in one quarter, so it can clearly build. But the rollout is still messy. An anchor customer like OpenAI can sign all day; it can’t permit its way around a neighbor’s injunction.
