      Our take: We get the concern about evictions becoming a pipeline back to the street, and that’s exactly the implementation risk to watch. But calling drug-free supportive housing a return to mass incarceration skips the hard fact Dorsey is pointing at: if 26% of overdose deaths are happening inside permanent supportive housing, the status quo is not compassionate by default.
